Tunisia: Extremists Kill 9 Troops, Defiant Gov???t Sets Dec. 17 Elections

After days of demonstrations and turmoil, Prime Minister Ali Larayedh addressed the public in Tunisia on Monday. Despite calls that he resign in favor of a national unity government, he insisted that he will remain in office, and apparently there will be no major cabinet shuffle. He did make a concession in guaranteeing that new elections for a regular parliament will be held on December 17. That is the third anniversary of the self-immolation of Mohamed Bouazizi touched off the Tunisian and other Arab revolutions.

Also on Monday, Tunisian troops tracking Muslim extremists near the Algerian border got into a firefight with them and 9 troops were killed. For a small country such as Tunisia, it is a very high death toll, and Tunisians are upset because they are not used to this sort of thing.

The assassination of the leftist founder of the Popular Front, Mohamed Brahmi, last week, touched off several days of turmoil and provoked demands that the government resign. Over 50 of the 217 members of the transitional parliament have suspended their activities in protest, and on Monday the Education Minister resigned. Critics of the government complain that since it is dominated by devotees of political Islam, it is not sufficiently vigorous in fighting terrorism issuing from the Muslim religious right.

Critics have complained that the current Constituent Assembly was only elected for one year, on Oct. 23, 2011, and that it should have drafted a new constitution and moved to new elections a full year ago. When I was in Tunisia in early April, some youth maintained to me that the parliamentarians would keep delaying new elections because they liked their salaries and connections and were trying for bigger pensions. Many secular Tunisians, and those committed to human rights, also fear that the draft constitution that will be reported out within a few weeks will contain repressive articles, because of the undue influence of the religious right, of which Renaissance forms part.

Larayedh took a hard line on the anti-government demonstrations by 4 or 5 thousand people in Bardo in front of the parliament building in Tunis. He implied that if mob rule were the way his opponents wanted to go, his Muslim fundamentalist Renaissance (Ennahda) Party could put really big masses in the streets. He said he had not gone that route out of a desire to avoid public tumult. He also attacked the deputies of the Democratic Forum for Labor and Liberties (Ettakattul) of Mostapha Ben Jafar for threatening to withdraw from the ruling coalition, saying that they were being opportunistic.

The Forum only has 20 seats out of 217, whereas President Moncef Marzouki?s Congress for the Republic has 29 and the Renaissance Party has 89. Since President Marzouki is sticking with his partnership with Renaissance, Larayedh would actually still have 118 seats, a slim majority, even without the Forum, and besides, finding 20 seats among small parties and independents to replace the Forum would not be that difficult. The Forum leader Mostapha Ben Jafar, would just lose his position as speaker of the Parliament if his party withdrew.

Meanwhile pro-and anti-government demonstrations continue in front of the parliament building.

Tim Daly Joins ?Hawaii Five-0? as Texas Ranger

On Monday, CBS announced that ?Private Practice? alum Tim Daly will be catching a wave on the hit drama ?Hawaii Five-0,? as a guest-star in an upcoming Season 4 episode.

Daly joins ?Five-0? as a Texas Ranger in search of his missing daughter. So far, he?s only been slated for one episode, but there is potential for his character to recur. Hopefully, Steve McGarrett (Alex O?Loughlin), Danny (Scott Caan) and the rest of the gang can lend Daly?s character a helping hand.

As Daly fans know, this isn?t his first rodeo when it comes to TV. He?s appeared on ?The Nine,? ?Eyes,? ?The Sopranos,? ?The Fugitive? and of course the ?90s comedy ?Wings.?

Daly isn?t the only actor joining the CBS drama this season. Once again the series, which originated in 1968, is resurrecting a character from the original series. SWAT Captain Lou Grover, played by ?Boston Public?s Chi McBride, transfers from Chicago to Hawaii and is not really a fan of Five-0?s tactics. It sounds like there will be tension between Grover and the Five-0 team.

In addition to McBride, a ?Lost? reunion is also happening, with Jorge Garcia and Henry Ian Cusick appearing alongside fellow ?Lost? alum Daniel Dae Kim (he plays Five-0 agent Chin Ho Kelly). Look for Garcia to play a brilliant conspiracy theorist, while Cusick will appear as Ernesto, a ruthless leader of a terrorist group called the ?National Liberation Movement,' who will show up in the Season 4 premiere. Ernesto will not be on the good side of Five-0. There is potential for Cusick?s character to return for more episodes, especially if the series brings him back as a recurring villain.

Catch the ?Hawaii Five-0? Season 4 premiere in its new timeslot on Friday, Sept. 27 at 9 p.m. EST.

Waiting for Bernanke, stocks plod indecisively

NEW YORK (AP) ? On the stock market Tuesday, it felt like late-summer inertia had already set in.

U.S. stocks wandered between the tiniest of gains and losses before closing mixed. Traders were indecisive as companies reported disparate earnings news, and many were disinclined to make any big moves before getting direction from the Federal Reserve, which is scheduled to release an updated policy statement Wednesday.

The calendar said late July, but on the stock exchange it seemed more like August, when many traders take off for vacation and fewer stocks trade hands. The Dow Jones industrial average rose as much as 72 points in early trading ? less than 0.5 percent ? before flickering lower. It dipped into the red for most of the afternoon and closed down 1.38 points, or 0.01 percent, at 15,520.59.

"It seems like the doldrums of summer have set in," said Dave Abate, senior wealth adviser at Strategic Wealth Partners in Seven Hills, Ohio.

The Nasdaq composite rose 17.33 points, or 0.5 percent, to 3,616.47, though even that gain was largely because Apple, its biggest component, was up more than 1 percent.

The Standard & Poor's 500 index plodded just a fraction higher, up 0.63 point, or 0.04 percent, to 1,685.96. Three of its industry sectors rose, led by technology stocks. Seven fell, dragged down by telecommunications companies.

Company earnings were equally inconclusive. Coach, the maker of upscale handbags, slumped 8 percent after reporting lower quarterly profit. But Goodyear Tire & Rubber jumped 9 percent after announcing that its quarterly earnings had doubled.

This earnings season has presented a picture encouraging on some fronts and troubling on others. Many companies, including big names like Apple and Visa, have posted better-than-expected results, and analysts predict that second-quarter earnings are up 4.7 percent for companies in the S&P 500, according to S&P Capital IQ. But the picture has its blemishes, including the fact that many of the gains are based not on business growth but on cost-cutting: Revenue is down about 0.5 percent.

"There's a little bit of swapping chairs on the deck," Abate said.

Outside of earnings reports, traders were keeping a close eye on the Federal Reserve, which began a two-day meeting Tuesday and will release an updated policy statement Wednesday.

Conjectures about the central bank have had a powerful influence on the stock market in recent months. Traders have bought and sold stocks while hanging on to every word of Federal Reserve Chairman Ben Bernanke, looking for clues about when the Fed might pull back on its bond-buying program or start raising interest rates. The central bank has been buying bonds to try to prop up stocks and encourage borrowing. It has also been keeping interest rates low, all in an attempt to pump life into a lagging economy.

"This week it's all about Bernanke and the Fed statement," said Bill Strazzullo, chief strategist of Bell Curve Trading. "Stocks need a supportive statement ... to go higher. That is the key driver."

The Fed has said it might start to pull back on its bond purchases later this year if the economy continues to improve, but the timing remains uncertain. The Fed has also said it won't raise its benchmark short-term interest rate until the unemployment rate, which currently stands at 7.6 percent, dips below 6.5 percent.

Crude oil fell $1.47 to $103.08 a barrel in New York. The price of gold inched down $4.80 to $1,324.80 an ounce. The dollar rose against the Japanese yen and fell against the euro.

The yield on the 10-year Treasury note was unchanged from late Monday at 2.60 percent. The yield is a benchmark for many kinds of loans including home mortgages.

Among stocks making big moves:

?Coach dipped $4.55 to $53.30. Goodyear jumped $1.52 to $18.56.

?The Mosaic Co., maker of a key ingredient in crop fertilizers, was the worst performer on the S&P 500. It plunged after a Russian fertilizer company said it would drop out of a cartel that keeps prices high. Mosaic fell $9.15, or 17 percent, to $43.81.

? Masco jumped $1.06, or 5 percent, to $20.80. The company, which makes cabinets, plumbing fixtures and other building products, posted better-than-expected earnings late Monday, boosted by a surge in home construction.

Chef Nigella Lawson and Charles Saatchi step closer to divorce

LONDON (Reuters) - British celebrity chef Nigella Lawson and her multi-millionaire art collector husband Charles Saatchi moved one step closer to legally ending their marriage on Wednesday.

Just over a month after photographs appeared in newspapers showing Saatchi with his hands around Lawson's throat, a British judge issued a "decree nisi", which signals court approval of the application for divorce.

The couple will now have to wait six weeks before they can be granted a "decree absolute", which will formally terminate their 10-year marriage.

Neither attended the 60-second hearing at London's High Court.

The photos also showed Lawson, hugely popular for her television cooking shows, in tears after the incident on the terrace of one of London's most fashionable restaurants.

Saatchi, a former advertising tycoon, was given a police caution for assault, though he tried to play down the incident as a "playful tiff".

Lawson, 53, the daughter of former British Chancellor Nigel Lawson, said nothing publicly after the row, but groups campaigning against domestic abuse and violence against women complained over the lack of action taken against the 70-year-old Saatchi.

A statement from Lawson's publicist earlier this month said that "neither party will be making any financial claims against the other".

Lawyer Fiona Shackleton, who represented Paul McCartney during his 2008 divorce from Heather Mills, was working for Lawson to bring the matter to a "swift and amicable" conclusion, it said.

"Both parties would appreciate privacy for themselves and their children at this difficult time," the statement said.

Lawson, nicknamed the "domestic goddess" after one of her cookery books, married Saatchi in 2003 after her first husband, journalist John Diamond, died of throat cancer. She has two teenage children from her first marriage.

Saatchi ran the world's largest advertising agency Saatchi & Saatchi with his brother in the 1980s.

Pope Francis says he won't judge gay priests

ABOARD THE PAPAL AIRCRAFT (AP) ? Pope Francis reached out to gays, saying he won't judge priests for their sexual orientation in a remarkably open and wide-ranging news conference Monday as he returned from his first foreign trip.

"If someone is gay and he searches for the Lord and has good will, who am I to judge?" Francis asked. "We shouldn't marginalize people for this. They must be integrated into society."

Francis' predecessor, Pope Benedict XVI, signed a document in 2005 that said men who had deep-rooted homosexual tendencies should not be priests. Francis was much more conciliatory in his first news conference as pope, saying gay clergymen should be forgiven and their sins forgotten.

The comments did not signal any change in church policy. Catholic teaching still holds that homosexual acts are "intrinsically disordered." But they indicated a shift in tone under Francis' young papacy and an emphasis on a church that is more inclusive and merciful rather than critical and disciplinary.

Francis also said he wanted a greater role for women in the church, though he insisted that they cannot become priests.

He was funny and candid during the 82 minutes he spent with journalists on board the plane returning from Brazil. He didn't dodge a single question, and even thanked the journalist who raised allegations contained in an Italian news magazine that one of his trusted monsignors was involved in a gay tryst.

Francis said he investigated the allegations according to canon law and found nothing to back them up.

He took journalists to task for reporting on the matter, saying the allegations concerned matters of sin, not crimes like sexually abusing children. And when someone sins and confesses, he said, God not only forgives ? but forgets.

"We don't have the right to not forget," he said.

The directness of Francis' comments suggested that he wants to put the matter of the monsignor behind him, while also setting a new tone of openness as he focuses on his key priority of reforming the Holy See bureaucracy.

Francis was also asked about reports suggesting that a group of gay clergymen exert undue influence on Vatican policy. Italian news media reported this year that the allegations of what they call the "gay lobby" contributed to Benedict's decision to resign.

The term "gay lobby" is bandied about with abandon in the Italian media, and is decidedly vague. Interpretations of what it means have ranged from the benign concept of a group of celibate gay priests who are friends, to a suggestion that a group of sexually active gay priests use blackmail to exert influence on Vatican decision-making.

Stressing that Catholic social teaching calls for homosexuals to be treated with dignity and not marginalized, Francis said he would not condone anyone using private information for blackmail or to exert pressure.

"A lot is written about this 'gay lobby. I still haven't found anyone at the Vatican who has 'gay' on his business card," Francis said, chuckling. "You have to distinguish between the fact that someone is gay and the fact of being in a 'lobby.'"

The Rev. James Martin, a Jesuit author and commentator, saw the pope's remarks as a sign of mercy.

"Today Pope Francis has, once again, lived out the Gospel message of compassion for everyone," he said in an emailed statement.

Speaking in Italian with occasional lapses in his native Spanish, Francis dropped a few nuggets of news:

?He said he is thinking of traveling to the Holy Land next year and is considering invitations from Sri Lanka and the Philippines as well.

?The planned Dec. 8 canonizations of Popes John Paul II and John XXIII will likely be changed ? perhaps until the weekend after Easter ? because road conditions in December would be dangerously icy for people from John Paul II's native Poland traveling to the ceremony by bus.

?And he solved the mystery that had been circulating since he was pictured boarding the plane to Rio carrying his own black bag, an unusual break from Vatican protocol.

"The keys to the atomic bomb weren't in it," Francis quipped. The bag, he said, contained a razor, a prayer book, his agenda and a book on St. Terese of Lisieux, to whom he is particularly devoted.

"It's normal" to carry a bag when traveling, he said, stressing the style that separates him from other pontiffs, who until a few decades ago were carried around on platforms. "We have to get use to this being normal."

Francis certainly showed a human touch during his trip to Rio, charming the masses at World Youth Day with his decision to forgo typical Vatican security so he could to get close to his flock. Francis traveled without the bulletproof popemobile, using instead a simple Fiat or open-sided car.

"There wasn't a single incident in all of Rio de Janeiro in all of these days and all of this spontaneity," Francis said, responding to concerns raised after his car was swarmed by an adoring mob when it took a wrong turn.

"I could be with the people, embrace them and greet them ? without an armored car and instead with the security of trusting the people," he said.

He acknowledged that there is always the chance that a "crazy" person could get to him; John Paul II was shot in 1981. But Francis said he preferred taking a risk than submitting to the "craziness" of putting an armored wall between a shepherd and his flock.

Francis' news conference was remarkable and unprecedented: Pope John Paul II used to have on-board talks with journalists, but he would move about the cabin, chatting with individual reporters so it was hit-or-miss to hear what he said. After Benedict's maiden foreign voyage, the Vatican insisted that reporters submit questions in advance so the theologian pope could choose three or four he wanted to answer with prepared comments.

For Francis, no question was off the table ? no small thing given that he is known to distrust the mainstream news media and had told journalists en route to Rio that he greatly dislikes giving interviews because he finds them "tiresome."

Francis spoke lovingly of his predecessor, saying that having him living in the Vatican "is like having a grandfather, a wise grandfather, living at home." He said he regularly asks Benedict for advice, but dismissed suggestions that the German pontiff is exerting any influence on his papacy.

On the contrary, Francis said he has tried to encourage Benedict to participate more in public functions at the Vatican and receive guests, but that he is "a man of prudence."

In one of his most important speeches delivered in Rio, Francis described the church in feminine terms, saying it would be "sterile" without women. Asked what role he foresees, he said the church must develop a more profound role for women in the church, though he said "the door is closed" to ordaining women to the priesthood.

He had harsh words for Monsignor Nunzio Scarano. The Vatican accountant has been jailed on accusations that he plotted to smuggle ?20 million ($26 million) from Switzerland to Italy and is also accused by Italian prosecutors of using his Vatican bank account to launder money.

Francis said while "there are saints" in the Vatican bureaucracy, Scarano isn't among them.

The Vatican bank has been a focus of Francis' reform efforts, and he has named a commission to look into its activities amid accusations from Italian prosecutors that it has been used as an offshore tax haven to launder money.

Asked if closing the bank is a possibility, Francis said: "I don't know how this story will end."

Pan-Mass Challenge

Thousands of cyclists around the nation have visions of pedaling through heat and humidity, up steep hills and over the dunes of the Cape this summer. Registration for the 34th annual Pan-Massachusetts Challenge is open. The weekend event, set for Aug. 3-4, will raise money for adult and pediatric cancer research and patient care at Dana-Farber Cancer Institute and the Jimmy Fund.

The PMC is the most successful athletic fundraising event in the nation, raising more money to charity than any other single event. The event contributes 100 percent of every rider-raised dollar directly to the Jimmy Fund. It is Dana-Farber?s single largest non-governmental contributor. The PMC is a fully-supported bike-a-thon that takes cyclists through 46 cities and towns across the commonwealth. Cyclists come from 36 states and eight countries representing riders of various cycling experience levels, cancer survivors and current cancer patients, ages 13 to 88. Run for Faith

The third annual Run for Faith 4Miler, which is a gold member in the Bayside Runner Racing Series, is set for 8:30 a.m. Sunday, Aug. 11, at Plimoth Plantation. The entry fee is $25, which will go to scholarships for Plymouth high school students, the Dana Farber Cancer Institute, the Plymouth Public Library and other Plymouth charities and nonprofits. Water stations are plentiful and the event is professionally timed by Spitler Racing Systems. There is also be a Stroller Division, so runners can run with their young children. Prizes will go to top finishers, male and female, and awards will be given to top finishers for various age groups. Canal Celebrity Golf Tournament

Junior Olympic Archery Program

The Monument Beach Sportsman?s Club of Bourne offers a Junior Olympic Archery Program. JOAD is a program of USA Archery (a division of the U.S. Olympic Committee) that is designed to teach archery to young people, over a series of classes taught by a certified archery instructor or coach. JOAD offers both recurve and compound archers the opportunity to learn range safety and proper shooting technique in an environment that also fosters focus, increased self-confidence, and team building skills. JOAD is open to any youth archer aged 8 to 20 and is designed to grow with the youth archer.

The club?s introductory JOAD classes teach the fundamentals of proper archery shooting form. As the young archer develops, they will learn more advanced techniques. Both recurve and compound bows are used in club activities and in tournaments. JOAD archers who use a compound bow can train to compete in local and regional tournaments, and can earn a seat on a youth world team to compete in other countries representing the United States on behalf of USA Archery. Kingfish Swimming

Kingfish Swimming, based in Kingston and Duxbury, started up the spring session of its recreational arm of the swim team in February.

After years of serving as a United States Swimming team, Kingfish Swimming has decided to expand its program offerings to account for the growing level of interest in swimming on the South Shore. Kingfish Head Coach Jay Craft has coached swimming on the South Shore for more than 20 years, and himself was an Olympic Trials qualifier and an NCAA All-American.

The new recreational team will be open to kids aged 6-17 of all ability levels, and based at the Percy Walker Pool in Duxbury. Participants will be able to swim anywhere from one to four times per week, with a focus on developing good stroke technique and improving general fitness.

Friday could be D-Day in MLB drug investigation

NEW YORK (AP) ? Friday could be D-day for Major League Baseball's drug investigation.

Deliberations over suspensions in the Biogenesis case could stretch out for the rest of this week and delay announcements, two people familiar with the talks said Tuesday.

It appeared several of the dozen or so targeted players were likely to reach agreements on their penalties and avoid grievance hearings, one of the people said Tuesday, speaking on condition of anonymity because no statements were authorized.

Both said MLB hopes to announce the penalties for all players involved at the same time.

Three-time MVP Alex Rodriguez of the New York Yankees and four 2013 All-Stars ? Texas outfielder Nelson Cruz, San Diego shortstop Everth Cabrera, Detroit shortstop Jhonny Peralta and Oakland pitcher Bartolo Colon ? are among the players who have been linked in media reports to Biogenesis. The closed Florida anti-aging clinic was accused by Miami New Times in January of distributing banned performing-enhancing drugs, sparking MLB's investigation.

Others linked in media reports include Toronto outfielder Melky Cabrera, Yankees catcher Francisco Cervelli, San Diego catcher Yasmani Grandal and Seattle catcher Jesus Montero.

Melky Cabrera, the 2012 All-Star game MVP while with San Francisco, served a 50-game suspension last year for elevated testosterone, as did Grandal and Colon, the 2005 AL Cy Young Award winner.

Players who don't reach agreements can ask the players' association to file grievances, which would lead to hearings before arbitrator Fredric Horowitz. Discipline for first offenders under the drug agreement usually is not announced until after the penalty is upheld, but there is an exception when the conduct leading to the discipline already has been made public.

In addition, MLB may try to suspend Rodriguez under its collective bargaining agreement instead of its drug rules, which would lead to the suspension starting before the appeal.

Milwaukee outfielder Ryan Braun was the first player to reach an agreement with MLB. The 2011 NL MVP accepted a season-ending 65-game suspension last week. Braun tested positive for elevated testosterone in October 2011 but a 50-game suspension was overturned the following February by an arbitrator who ruled Braun's urine sample was handled improperly.

Rodriguez appears at risk for the harshest penalty. The Yankees are expecting him to be accused of recruiting other athletes for the clinic, attempting to obstruct MLB's investigation, and not being truthful with MLB in the past when he discussed his relationship with Dr. Anthony Galea, who pleaded guilty two years ago to a federal charge of bringing unapproved drugs into the United States from Canada.

"A-Rod was my teammate in New York. I'm glad he was my teammate," retired pitcher Roger Clemens said Tuesday in Boston, where he was at Fenway Park to mark the 25th anniversary of manager Joe Morgan's team that won the 1988 AL East title.

"I did things to make him feel comfortable. I did that for all of my teammates," Clemens said. "I think I was a pretty solid teammate."

The seven-time Cy Young Award winner was acquitted last year of federal charges he lied to Congress when he said he didn't take steroids or human growth hormone.

Clemens would not give his thoughts on MLB's Biogenesis investigation.

"I've got my own feelings on particular people in MLB, you know, how they approached my situation," he said. "I don't know about it, and I don't care about it, to tell you the truth."

Pacquiao lacks political experience to run as president ? analysts

Boxing champion and Sarangani Rep. Manny Pacquiao is not just too young to run as president in 2016?he also lacks the political experience to gun for a national post, political analysts say.

"Is he really serious? It must be a big joke. I hope he was only engaged in humor," said Bobby Tuazon, policy studies director for the Center for People Empowerment in Governance.

Pacquiao in an AFP report categorically said he is aspiring to run for a presidential position. He did not state when.

Pacquiao won't be allowed to run for president in 2016?he will only be 37 at the eve of the presidential elections. The constitution requires presidential candidates to be at least 40 years of age.

Tuazon said if Pacquiao is serious about running for president someday, he must publicize his records in Congress to show him as a "perennial absentee with poor performance to show."

"How can he say he is qualified to run when there are no records to show that he is a credible congressman when is he just banking on his popularity?" Tuazon said.

House records show that since he assumed his post in the 15th Congress, Pacquiao has been among the top absentees?he was only able to attend 47 of the 73 session days in the first regular session, 27 of 59 sessions in 2011, and 41 of the 61 session days in 2012.

Ramon Casiple, executive director of the Institute for Political and Electoral Reform, agreed that Pacquiao's record in the House of Representatives is a "failing" one.

He added that he could not think of any legislation to associate Pacquiao with except his anti-Reproductive Health law crusade when it was still a bill in Congress.

"Wala pa siyang matino na nagawa sa House. Except siguro kung mag-shape up siya in time for 2022," Casiple said, referring to the next presidential elections after 2016.

Pacquiao has authored 12 bills through his three-year stint in the 15th Congress, including bills on the establishment of a hospital in Sarangani province, a prohibition on cellphone networks to send unsolicited messages to subscribers, the establishment of breast care centers in every region, and the creation of a Philippine boxing commission.

For the 16th Congress, he has refiled three of his previous bills while adding two new ones?bills on the establishment of community fitness centers in every barangay, and the amendment to the Philippine Sports Commission Act.

Then again, "anybody can run in this country. Basta you fulfill the requirements sa Constitution," Casiple said.

Article VII Section 2 of the 1987 Philippine Constitution states that "no person may be elected President unless he is a natural-born citizen of the Philippines, a registered voter, able to read and write, at least forty years of age on the day of the election, and a resident of the Philippines for at least ten years immediately preceding such election."

Meanwhile, Edmund Tayao, a political analyst from University of Santo Tomas, recognized that Pacquiao is an eager learner in politics, attending various trainings and seminars in lawmaking.

But he noted that Pacquiao still lacks short of public policy understanding.

"Running for national office, especially if it requires a public policy understanding, I think, is too early for him," Tayao said.

Casiple said he believes Pacquiao would aim for a senatorial post in 2016, which if he wins "would make him in a position to possibly run as president in 2022."

Tayao said Pacquiao should stick to being a local official instead of a national post such as president or senator.

But for Tuazon, maybe Pacquiao should "stick to boxing."

"He should be stuck to where he is good at, not in politics where performance and public records are more important," he said.

Pacquiao earlier said he wanted to run as vice-president in the 2016 polls.

Pacquiao first ran for congressman in 2007 in General Santos City but lost to veteran politician Darlene Antonino-Custodio. His wife Jinkee ran and won as Sarangani vice governor in the 2013 polls, while his brother Rogelio "Ruel" Pacquiao lost as General Santos City representative. ? BM, GMA News

To share the resources of the great river in the desert has always required one thing above all else: tolerance. In today's Egypt, that fundamental condition has been severely shaken.

Civilization was born on the banks of rivers. The Indus, Yellow, Tigris, Euphrates, and Nile valleys nurtured agriculture, engineering, astronomy, trade, and generation after generation whose unrecorded lives form the strata of today?s world. Riverine cultures had to work out a basic social problem: ensuring that people upstream were fair to people downstream. Tolerance, even if it had to be enforced by the state, was the key.

Cities now thrive far from water sources. The networks of aqueducts and mains that feed our homes, factories, and offices are man-made rivers that most people scarcely notice. But Egypt is still directly connected to its alluvial past. The Nile remains as crucial to daily life as it did millenniums ago.?

Ninety percent of Egyptians live along its banks. Winding through parched geography like the stem of a giant sunflower, the Nile made ? and still makes ? Egypt possible. Nowhere is that more evident than at the Nile?s First Cataract at Aswan. Turn your back on the sparkling river and its green and welcoming banks and all you see are sandy hills rolling toward a hazy blue horizon. Face the river and you see the temples that prove the depth of Egyptian history and its intimate relationship with the Nile.

Ancient Egypt lasted more than 3,000 years ? far longer than the world we call modern. That was plenty of time to develop an elaborate culture and a system for continuous social stability. For most of that long history, the people of the Nile have worked out their problems peacefully, although in the background, from the days of the Pharaoh until the overthrow of Hosni Mubarak, a powerful military-backed establishment ? an entity today?s Egyptians call ?the deep state? ? has ensured order.

In a Monitor cover story (click here), Kristen Chick travels from Aswan north through Upper Egypt, taking the measure of an important but often overlooked section of a nation in the midst of a profound civil crisis. Since the Tahrir Square revolution of 2011, tourism has collapsed, lawlessness has soared, sectarian conflict has worsened, apportionment of water and other vital resources has broken down, and Egyptians have been losing faith in their country and each other.

Whether it was right or wrong for the military to oust Egypt?s democratically elected president, the fracturing of society that Kristen documents explains why so many Egyptians either supported the takeover or remained silent. The country?s deposed president, Mohamed Morsi, was backed by the Muslim Brotherhood, but much of Egypt?s overwhelmingly Muslim population wearied of Mr. Morsi?s Islamization project as law and order fell apart. As Mohamed ElBaradei, the Nobel laureate and former head of the International Atomic Energy Agency, wrote in the journal Foreign Policy: ?You can?t eat sharia.??

Two weeks after that article was published, Morsi was deposed. Mr. ElBaradei, now Egypt?s interim vice president, almost certainly was involved in the anti-Morsi coup. He and others tied to the deep state now have an exceptionally difficult job. They must stabilize Egypt without returning it to the repressive, military-controlled rule that preceded the revolution.

The Egyptians you?ll meet in Kristen?s journey are Muslims and Christians, farmers and tour guides, fundamentalists and secularists. Despite differences of class, politics, and religion, they drink from the same ancient river. Without tolerance, they know, Egypt would not exist ? and will not continue.?

Reported Tottenham signing Vlad Chiriches will adapt to the Premier League, says Romania coach

The 23-year-old defender is set to secure a ?6.9m transfer to White Hart Lane according to reports in his homeland, and his national team boss believes he will be a success

Romania coach Victor Piturca believes Vlad Chiriches, who is reportedly on the verge of a move to Tottenham, will thrive in the Premier League.

Reports emerged on Tuesday that the centre-back, who has impressed since joining Steaua Bucharest in 2012, will move to White Hart Lane for ?6.9 million.

And Piturca, who gave Chiriches his national team debut in 2011, believes he has what it takes to be a star for club and country.

"He is a great player," he told?Dolce Sport. "I hope he can establish himself in England with Tottenham. We have had many examples of players who have failed to establish themselves and have lost their place in the national team.

"It will not be easy, even if he is extremely good.?I am sure he will be able to, but it will not be easy because opponents in England are extremely good and must perform very well from game to game. His quality is tremendous.

"I want him to play well and bring that to the national team, we need to get good results this autumn to qualify for the World Cup."

Chiriches' agent, Ioan Becali, has revealed that Spurs beat off competition from other clubs to land the impressive stopper.

"I don't know if there's a deal with Tottenham, but they sent an offer of ?6.9m for Chiriches, which is what Steaua wanted," he told?Dolce Sport. "Steaua have to decide whether they agree or not.?Steaua had offers of ?6m and ?6.5m, but did not accept and said they only want ?6.9m.?Now the offer is on the table.

"I talked to the people at Roma, we were told that they cannot offer more than ?5.5m or ?6m, so we were allowed to talk to the people at Tottenham.

"Additionally, Tottenham are a good friend of mine. [Andre] Villas-Boas was in Bucharest a few years ago as my guest for a few days.

"Chiriches will not have trouble adjusting, he has been very well studied by Villas-Boas and his men told me that English football suits him better."

Protesters gather outside of a Wendy's restaurant as part of a one day strike calling for higher wages for fast food workers in New York City on Monday. The strike, which is taking a place cities across the U.S. aims to increase workers' wages to $15 an hour.

You may find yourself waiting longer for McNuggets or a Whopper this week as thousands of workers in seven cities around the country strike for $15 an hour and the right to unionize.

Building on the momentum of an initial strike last November in New York City, organizers say dozens of restaurants in New York City, Chicago, St. Louis, Milwaukee, Kansas City, Detroit and Flint, Mich., will be affected by waves of worker walkouts over the course of the week.

?These workers need a raise and they need representation in the workplace,? said Martin Rafanan, community director for STL735. The acronym stands for ?St. Louis Can?t Survive on $7.35,? referring to Missouri?s minimum wage. Rafanan said the group, which plans to strike today and tomorrow, hopes to build on a May strike when about 100 workers walked off the job.

?In this particular set of actions this week, we?re expecting to strike 50 stores and between 100 and 200 workers,? he said, adding that the response to the May strike was greater than anticipated. The group only expected 40 or 50 workers to walk out. ?It ended up being a much bigger thing.?

Today?s action could see 500-plus workers at dozens of New York City fast food restaurants abandoning their posts for picket lines, said Jonathan Westin, director of Fast Food Forward and executive director of New York Communities For Change.

At a McDonald's across the street from Yankee Stadium, several dozen people chanted, "We can't survive on $7.25."

In April, 400 fast food employees walked off the job in New York. At twice the size of the group?s inaugural walkout last November, local organizers called that event the biggest fast food strike in the country ? until now.

These actions are designed to call attention to ?the contradictions between the folks at the top? and the workers themselves living in poverty,? Westin said.

Spokespeople from McDonald?s and Yum Brands (parent company of Taco Bell, KFC and Pizza Hut) referred questions to their trade group, the National Restaurant Association. The association did not immediately respond to a request for comment.

?As a corporation, we respect the rights of all workers; however, Burger King Corp. does not make hiring, firing or other employment-related decisions for our franchisees ? Burger King restaurants offer compensation and benefits that are consistent with the QSR industry,? a company spokesperson said in a statement via email. QSR is industry jargon for quick-service restaurant, or fast food.

Wendy?s is ?still assessing the situation,? company spokesman Bob Bertini said via email. ?We have no additional comment.?

This week?s actions come on the heels of a much-lambasted budget guide for McDonald?s workers that recommended they get a second job and budgeted just $20 a month for health insurance, and a report by the National Employment Law Project showing that the vast majority of fast food positions are dead-end jobs. Earlier NELP research found that nearly 60 percent of post-recession job creation was for work that pays an hourly wage of $13.83 or less.

An open letter signed by more than 100 economists and published this month by the University of Massachusetts, Amherst?s Political Economy Research Institute titled, ?Economists in Support of a $10.50 U.S. Minimum Wage,? makes the case that raising wages would add just five cents to the price of a Big Mac.

Although fast food jobs are often thought of as work that provides teenagers with spending money, the average age of today?s fast food worker is 32, the paper said, which has much grimmer implications. ?If a worker today is employed full time for a full 52-week year at a minimum wage job today, she or he is making $15,080. This is 19 percent below the official poverty line for a family of three,? the paper said.

Is Francis the most liberal pope ever?

Pope Francis has railed against economic injustice while staying mostly mum about abortion and gay marriage. Many conservative Catholics are not pleased.

Pope Francis, flying back to Italy after his trip to Brazil, was asked by reporters about a Vatican monsignor who had been accused of having a same-sex relationship while living in Latin America.

"If someone is gay and he searches for the Lord and has good will, who am I to judge?" Francis answered.

Suggesting that gay people should be forgiven for their actions won't exactly win Francis a GLAAD award. But it's certainly an olive branch to the gay community, especially considering the document signed by Francis' predecessor, Pope Benedict XVI, that said people with deep-rooted homosexual tendencies should not be allowed to be priests.

Pope Francis' Brazil trip did plenty more to give hope to religious liberals, too, as he stressed that the wealthy should do more to reduce income inequality and said that the Catholic Church was "perhaps too cold, too caught up with itself, perhaps a prisoner of its own rigid formulas."

Before his week-long trip to Brazil for "World Youth Day," Francis had already raised the ire of Catholic traditionalists by washing the feet of a Serbian Muslim woman and saying that God redeems "even the atheists."

In May, he told a crowd at St. Peter's Square in Vatican City, "I think about those who are unemployed often because of an economic conception of society that seeks egoistic profit regardless of social justice" ? a statement that union official Damon Silvers said was "very similar to our message at the AFL-CIO."

These incidents, as well as Francis' relative silence when it comes to condemning abortion, gay marriage, and birth control, haven't pleased traditionalists in the Catholic Church.

"This is already true of the right wing of the church," Archbishop Charles Chaput of Philadelphia told the National Catholic Reporter. "They generally have not been really happy about his election, from what I've been able to read and to understand."

The editorial board of The Independent wonders if the pope is really looking to shift the Church's "attitude to homosexuality, to women priests, to contraception, abortion, stem cell research ? all those toxic issues that no pontiff until now has dared to confront." That's unlikely though, the paper notes, as the conservative College of Cardinals chose Francis to become pope in the first place, suggesting he's hardly a liberal.

Conservative blogger John Zuhlsdorf, a.k.a. Father Z, questions whether liberals really ought to be so happy about the pope's seemingly progressive bent, noting that "by projecting a compassionate image, he will simultaneously make it harder for them to criticize him when he reaffirms the doctrinal points they want him to overturn."

Ultimately, hoping for a complete turnaround on hot-button social issues might be too much for progressives to ask for. That doesn't mean, however, that liberals should dismiss Francis, Neera Tanden, president of the Center for American Progress, tells TPM.

"As a progressive I think the pope kinda rocks," says Tanden. "The fact that he's been so aggressive on social justice is something all progressives should welcome."

Lotus driver Kimi Raikkonen has said that he had no fear of Sebastian Vettel of Red Bull Racing in the 2013 Hungarian Grand Prix and expressed contentment over his second podium finish.

Raikkonen faced few difficulties with the new Pirelli tyres in the qualifying of the Hungarian GP and could only secure 6th grid slot. However, he delivered an amazing performance in the race and managed to secure an incredible second podium finish ahead of Vettel and behind the race winner, Lewis Hamilton of Mercedes.

The Finnish driver said that although he faced few difficulties towards the end of the race, he successfully managed to maintain his place. Furthermore, he said that he was not worried at all about losing his position to the defending champion during the closing stages of the race.

?I knew it was going to be a bit tight, but the tyres felt good with 10 laps to go and it was only in the last two laps that they dropped off quite badly,? Raikkonen explained. ?I didn't really have any doubts that I could keep him behind and I had a good speed in the last sector so I knew in the first corner he would not have a chance.?

Besides, he stated that his team has worked really hard to develop the right strategy for the race and to provide him a competitive car due to which he was able to score such good points. In addition, he expressed that he is very much satisfied with his second position in the previous race.

?Obviously you take a chance when you make so many laps with one set of tyres, but the team worked well and everything went well for us,? he said.

?But second is better than nothing,? he added.

Presently, the 2007 world champion is standing at second place in the drivers? championship with 134 points. Additionally, he is ahead of Fernando Alonso of Ferrari and behind the youngest triple world champion. It will be thrilling to see how he performs in the season ahead and whether he will be able to beat the German driver in the championship fight or not.?

China opens pipeline to bring gas from Burma

BEIJING (AP) ? China has switched on a pipeline bringing natural gas from Burma, a state company said Monday, in a project that has raised concerns in Burma?s nascent civil society about whether its giant neighbor?s resource grabs will benefit local people.

The 793-kilometer (493-mile) pipeline connects the Bay of Bengal with southwest China?s Yunnan province and is expected to transfer 12 billion cubic meters of natural gas to China annually, according to a news release on the website of China National Petroleum Corporation (CNPC). A parallel 771-kilometer (479-mile) pipeline that will carry Middle East oil ? shipped via the Indian Ocean ? is still under construction.

China?s investments, largely in energy and mining, have generated controversy in Burma because they have done little to relieve that country?s chronic power shortages. In response, the Burma government abruptly suspended construction in 2011 of the China-backed Myitsone dam, which would displace thousands and flood the spiritual heartland of Burma?s Kachin ethnic minority.

While the pipelines are expected to provide only a small proportion of China?s oil and gas consumption, they are strategically important to Beijing. The gas pipeline that began operating Sunday offers a nearby source of gas, and the oil pipeline would eliminate the need for tankers from the Middle East to pass through the crowded Malacca Strait between Malaysia and Indonesia.

The two joint ventures are between state-owned China National Petroleum Corporation (CNPC) and Burma?s national petroleum company Burma Oil and Gas Enterprise. Four other companies from India and South Korea also have stakes in the project, according to CNPC.

For years, China was the closest ally of Burma?s military regime, which was shunned by the West because of its poor human rights record and failure to hand power to an elected government. Since 2011, when an elected, though still military-backed, government took office, Burma has undergone political and economic reforms and has courted investment from the West.

The reforms have brought heightened activity from nongovernment and civil society groups in Burma, said Tony Nash, Singapore-based managing director of economics and risk consulting for IHS, an independent economic consultant. This, together with growing competition from Western companies in Burma, will push Chinese companies to be more transparent about how their investments will affect the local population, he said.

In April, hundreds of people protested in western Rakhine state against the pipeline, saying they had to give up their land for too little compensation and that salaries offered for local pipeline workers were too low.

?Some of the responses to that protest back in April were really specific to looking at community needs and responding with corporate social responsibility at the local level,? said Nash. Chinese companies are increasingly ?saying ?we hear you and we want to make a commitment for corporate social responsibility,? you are seeing Chinese companies becoming a bit more savvy in that respect,? he said.

Wong Aung, who heads the Shwe Gas Movement, which campaigns against the pipelines on human rights and environmental grounds, said the government and companies have not clarified how the project?s benefits would be shared.

?The contracts made by the previous government need to be reviewed to see whether they guarantee the national interest and rights of every citizen and whether they meet international standards or not,? he said.

Even on the Chinese side of the border, opposition to the pipeline has been strong. In May, more than 2,000 people worried about air and water pollution protested in Kunming in Yunnan against a planned petroleum refinery connected to the project.
