NEW YORK (AP) ? Friday could be D-day for Major League Baseball's drug investigation.

Deliberations over suspensions in the Biogenesis case could stretch out for the rest of this week and delay announcements, two people familiar with the talks said Tuesday.

It appeared several of the dozen or so targeted players were likely to reach agreements on their penalties and avoid grievance hearings, one of the people said Tuesday, speaking on condition of anonymity because no statements were authorized.

Both said MLB hopes to announce the penalties for all players involved at the same time.

Three-time MVP Alex Rodriguez of the New York Yankees and four 2013 All-Stars ? Texas outfielder Nelson Cruz, San Diego shortstop Everth Cabrera, Detroit shortstop Jhonny Peralta and Oakland pitcher Bartolo Colon ? are among the players who have been linked in media reports to Biogenesis. The closed Florida anti-aging clinic was accused by Miami New Times in January of distributing banned performing-enhancing drugs, sparking MLB's investigation.

Others linked in media reports include Toronto outfielder Melky Cabrera, Yankees catcher Francisco Cervelli, San Diego catcher Yasmani Grandal and Seattle catcher Jesus Montero.

Melky Cabrera, the 2012 All-Star game MVP while with San Francisco, served a 50-game suspension last year for elevated testosterone, as did Grandal and Colon, the 2005 AL Cy Young Award winner.

Players who don't reach agreements can ask the players' association to file grievances, which would lead to hearings before arbitrator Fredric Horowitz. Discipline for first offenders under the drug agreement usually is not announced until after the penalty is upheld, but there is an exception when the conduct leading to the discipline already has been made public.

In addition, MLB may try to suspend Rodriguez under its collective bargaining agreement instead of its drug rules, which would lead to the suspension starting before the appeal.

Milwaukee outfielder Ryan Braun was the first player to reach an agreement with MLB. The 2011 NL MVP accepted a season-ending 65-game suspension last week. Braun tested positive for elevated testosterone in October 2011 but a 50-game suspension was overturned the following February by an arbitrator who ruled Braun's urine sample was handled improperly.

Rodriguez appears at risk for the harshest penalty. The Yankees are expecting him to be accused of recruiting other athletes for the clinic, attempting to obstruct MLB's investigation, and not being truthful with MLB in the past when he discussed his relationship with Dr. Anthony Galea, who pleaded guilty two years ago to a federal charge of bringing unapproved drugs into the United States from Canada.

"A-Rod was my teammate in New York. I'm glad he was my teammate," retired pitcher Roger Clemens said Tuesday in Boston, where he was at Fenway Park to mark the 25th anniversary of manager Joe Morgan's team that won the 1988 AL East title.

"I did things to make him feel comfortable. I did that for all of my teammates," Clemens said. "I think I was a pretty solid teammate."

The seven-time Cy Young Award winner was acquitted last year of federal charges he lied to Congress when he said he didn't take steroids or human growth hormone.

Clemens would not give his thoughts on MLB's Biogenesis investigation.

"I've got my own feelings on particular people in MLB, you know, how they approached my situation," he said. "I don't know about it, and I don't care about it, to tell you the truth."

Pacquiao lacks political experience to run as president ? analysts

Boxing champion and Sarangani Rep. Manny Pacquiao is not just too young to run as president in 2016?he also lacks the political experience to gun for a national post, political analysts say.

"Is he really serious? It must be a big joke. I hope he was only engaged in humor," said Bobby Tuazon, policy studies director for the Center for People Empowerment in Governance.

Pacquiao in an AFP report categorically said he is aspiring to run for a presidential position. He did not state when.

Pacquiao won't be allowed to run for president in 2016?he will only be 37 at the eve of the presidential elections. The constitution requires presidential candidates to be at least 40 years of age.

Tuazon said if Pacquiao is serious about running for president someday, he must publicize his records in Congress to show him as a "perennial absentee with poor performance to show."

"How can he say he is qualified to run when there are no records to show that he is a credible congressman when is he just banking on his popularity?" Tuazon said.

House records show that since he assumed his post in the 15th Congress, Pacquiao has been among the top absentees?he was only able to attend 47 of the 73 session days in the first regular session, 27 of 59 sessions in 2011, and 41 of the 61 session days in 2012.

Ramon Casiple, executive director of the Institute for Political and Electoral Reform, agreed that Pacquiao's record in the House of Representatives is a "failing" one.

He added that he could not think of any legislation to associate Pacquiao with except his anti-Reproductive Health law crusade when it was still a bill in Congress.

"Wala pa siyang matino na nagawa sa House. Except siguro kung mag-shape up siya in time for 2022," Casiple said, referring to the next presidential elections after 2016.

Pacquiao has authored 12 bills through his three-year stint in the 15th Congress, including bills on the establishment of a hospital in Sarangani province, a prohibition on cellphone networks to send unsolicited messages to subscribers, the establishment of breast care centers in every region, and the creation of a Philippine boxing commission.

For the 16th Congress, he has refiled three of his previous bills while adding two new ones?bills on the establishment of community fitness centers in every barangay, and the amendment to the Philippine Sports Commission Act.

Then again, "anybody can run in this country. Basta you fulfill the requirements sa Constitution," Casiple said.

Article VII Section 2 of the 1987 Philippine Constitution states that "no person may be elected President unless he is a natural-born citizen of the Philippines, a registered voter, able to read and write, at least forty years of age on the day of the election, and a resident of the Philippines for at least ten years immediately preceding such election."

Meanwhile, Edmund Tayao, a political analyst from University of Santo Tomas, recognized that Pacquiao is an eager learner in politics, attending various trainings and seminars in lawmaking.

But he noted that Pacquiao still lacks short of public policy understanding.

"Running for national office, especially if it requires a public policy understanding, I think, is too early for him," Tayao said.

Casiple said he believes Pacquiao would aim for a senatorial post in 2016, which if he wins "would make him in a position to possibly run as president in 2022."

Tayao said Pacquiao should stick to being a local official instead of a national post such as president or senator.

But for Tuazon, maybe Pacquiao should "stick to boxing."

"He should be stuck to where he is good at, not in politics where performance and public records are more important," he said.

Pacquiao earlier said he wanted to run as vice-president in the 2016 polls.

Pacquiao first ran for congressman in 2007 in General Santos City but lost to veteran politician Darlene Antonino-Custodio. His wife Jinkee ran and won as Sarangani vice governor in the 2013 polls, while his brother Rogelio "Ruel" Pacquiao lost as General Santos City representative. ? BM, GMA News

Civilization was born on the banks of rivers. The Indus, Yellow, Tigris, Euphrates, and Nile valleys nurtured agriculture, engineering, astronomy, trade, and generation after generation whose unrecorded lives form the strata of today?s world. Riverine cultures had to work out a basic social problem: ensuring that people upstream were fair to people downstream. Tolerance, even if it had to be enforced by the state, was the key.

Cities now thrive far from water sources. The networks of aqueducts and mains that feed our homes, factories, and offices are man-made rivers that most people scarcely notice. But Egypt is still directly connected to its alluvial past. The Nile remains as crucial to daily life as it did millenniums ago.?

Ninety percent of Egyptians live along its banks. Winding through parched geography like the stem of a giant sunflower, the Nile made ? and still makes ? Egypt possible. Nowhere is that more evident than at the Nile?s First Cataract at Aswan. Turn your back on the sparkling river and its green and welcoming banks and all you see are sandy hills rolling toward a hazy blue horizon. Face the river and you see the temples that prove the depth of Egyptian history and its intimate relationship with the Nile.

Ancient Egypt lasted more than 3,000 years ? far longer than the world we call modern. That was plenty of time to develop an elaborate culture and a system for continuous social stability. For most of that long history, the people of the Nile have worked out their problems peacefully, although in the background, from the days of the Pharaoh until the overthrow of Hosni Mubarak, a powerful military-backed establishment ? an entity today?s Egyptians call ?the deep state? ? has ensured order.

In a Monitor cover story (click here), Kristen Chick travels from Aswan north through Upper Egypt, taking the measure of an important but often overlooked section of a nation in the midst of a profound civil crisis. Since the Tahrir Square revolution of 2011, tourism has collapsed, lawlessness has soared, sectarian conflict has worsened, apportionment of water and other vital resources has broken down, and Egyptians have been losing faith in their country and each other.

Whether it was right or wrong for the military to oust Egypt?s democratically elected president, the fracturing of society that Kristen documents explains why so many Egyptians either supported the takeover or remained silent. The country?s deposed president, Mohamed Morsi, was backed by the Muslim Brotherhood, but much of Egypt?s overwhelmingly Muslim population wearied of Mr. Morsi?s Islamization project as law and order fell apart. As Mohamed ElBaradei, the Nobel laureate and former head of the International Atomic Energy Agency, wrote in the journal Foreign Policy: ?You can?t eat sharia.??

Two weeks after that article was published, Morsi was deposed. Mr. ElBaradei, now Egypt?s interim vice president, almost certainly was involved in the anti-Morsi coup. He and others tied to the deep state now have an exceptionally difficult job. They must stabilize Egypt without returning it to the repressive, military-controlled rule that preceded the revolution.

The Egyptians you?ll meet in Kristen?s journey are Muslims and Christians, farmers and tour guides, fundamentalists and secularists. Despite differences of class, politics, and religion, they drink from the same ancient river. Without tolerance, they know, Egypt would not exist ? and will not continue.?

Reported Tottenham signing Vlad Chiriches will adapt to the Premier League, says Romania coach

The 23-year-old defender is set to secure a ?6.9m transfer to White Hart Lane according to reports in his homeland, and his national team boss believes he will be a success

Romania coach Victor Piturca believes Vlad Chiriches, who is reportedly on the verge of a move to Tottenham, will thrive in the Premier League.

Reports emerged on Tuesday that the centre-back, who has impressed since joining Steaua Bucharest in 2012, will move to White Hart Lane for ?6.9 million.

And Piturca, who gave Chiriches his national team debut in 2011, believes he has what it takes to be a star for club and country.

"He is a great player," he told?Dolce Sport. "I hope he can establish himself in England with Tottenham. We have had many examples of players who have failed to establish themselves and have lost their place in the national team.

"It will not be easy, even if he is extremely good.?I am sure he will be able to, but it will not be easy because opponents in England are extremely good and must perform very well from game to game. His quality is tremendous.

"I want him to play well and bring that to the national team, we need to get good results this autumn to qualify for the World Cup."

Chiriches' agent, Ioan Becali, has revealed that Spurs beat off competition from other clubs to land the impressive stopper.

"I don't know if there's a deal with Tottenham, but they sent an offer of ?6.9m for Chiriches, which is what Steaua wanted," he told?Dolce Sport. "Steaua have to decide whether they agree or not.?Steaua had offers of ?6m and ?6.5m, but did not accept and said they only want ?6.9m.?Now the offer is on the table.

"I talked to the people at Roma, we were told that they cannot offer more than ?5.5m or ?6m, so we were allowed to talk to the people at Tottenham.

"Additionally, Tottenham are a good friend of mine. [Andre] Villas-Boas was in Bucharest a few years ago as my guest for a few days.

"Chiriches will not have trouble adjusting, he has been very well studied by Villas-Boas and his men told me that English football suits him better."

Protesters gather outside of a Wendy's restaurant as part of a one day strike calling for higher wages for fast food workers in New York City on Monday. The strike, which is taking a place cities across the U.S. aims to increase workers' wages to $15 an hour.

You may find yourself waiting longer for McNuggets or a Whopper this week as thousands of workers in seven cities around the country strike for $15 an hour and the right to unionize.

Building on the momentum of an initial strike last November in New York City, organizers say dozens of restaurants in New York City, Chicago, St. Louis, Milwaukee, Kansas City, Detroit and Flint, Mich., will be affected by waves of worker walkouts over the course of the week.

?These workers need a raise and they need representation in the workplace,? said Martin Rafanan, community director for STL735. The acronym stands for ?St. Louis Can?t Survive on $7.35,? referring to Missouri?s minimum wage. Rafanan said the group, which plans to strike today and tomorrow, hopes to build on a May strike when about 100 workers walked off the job.

?In this particular set of actions this week, we?re expecting to strike 50 stores and between 100 and 200 workers,? he said, adding that the response to the May strike was greater than anticipated. The group only expected 40 or 50 workers to walk out. ?It ended up being a much bigger thing.?

Today?s action could see 500-plus workers at dozens of New York City fast food restaurants abandoning their posts for picket lines, said Jonathan Westin, director of Fast Food Forward and executive director of New York Communities For Change.

At a McDonald's across the street from Yankee Stadium, several dozen people chanted, "We can't survive on $7.25."

In April, 400 fast food employees walked off the job in New York. At twice the size of the group?s inaugural walkout last November, local organizers called that event the biggest fast food strike in the country ? until now.

These actions are designed to call attention to ?the contradictions between the folks at the top? and the workers themselves living in poverty,? Westin said.

Spokespeople from McDonald?s and Yum Brands (parent company of Taco Bell, KFC and Pizza Hut) referred questions to their trade group, the National Restaurant Association. The association did not immediately respond to a request for comment.

?As a corporation, we respect the rights of all workers; however, Burger King Corp. does not make hiring, firing or other employment-related decisions for our franchisees ? Burger King restaurants offer compensation and benefits that are consistent with the QSR industry,? a company spokesperson said in a statement via email. QSR is industry jargon for quick-service restaurant, or fast food.

Wendy?s is ?still assessing the situation,? company spokesman Bob Bertini said via email. ?We have no additional comment.?

This week?s actions come on the heels of a much-lambasted budget guide for McDonald?s workers that recommended they get a second job and budgeted just $20 a month for health insurance, and a report by the National Employment Law Project showing that the vast majority of fast food positions are dead-end jobs. Earlier NELP research found that nearly 60 percent of post-recession job creation was for work that pays an hourly wage of $13.83 or less.

An open letter signed by more than 100 economists and published this month by the University of Massachusetts, Amherst?s Political Economy Research Institute titled, ?Economists in Support of a $10.50 U.S. Minimum Wage,? makes the case that raising wages would add just five cents to the price of a Big Mac.

Although fast food jobs are often thought of as work that provides teenagers with spending money, the average age of today?s fast food worker is 32, the paper said, which has much grimmer implications. ?If a worker today is employed full time for a full 52-week year at a minimum wage job today, she or he is making $15,080. This is 19 percent below the official poverty line for a family of three,? the paper said.
